Most modems will not accept AT commands when they are in sync mode, but I
think some of the new IBM ones do now that they are so hot to push everybody
to PPP. At any rate, if the modem is truly locked up, it is probably not
going to respond to software commands. If your modem has an option to
perform hardware reset when DTR is dropped, you might try enabling that
option. That way when the line varies off the modem would reset.

I have a few modems that lock up, but only occassionally (i.e. only when I
really need them) and have to be powered off and on. If your modem does this
all the time, I would consider getting the hardware fixed or replaced.
