You might try hitting the PageUp key on the 5250 screen about 100 times and track the elapsed CPU time. Then do whatever corresponds to PageUp in the browser 100 times and track the CPU time. My guess is that the difference is vast. I wonder if IBM and it's customer really know how much more CPU time a Web application takes. It might make a difference in pricing if this kind of data were published. BTW, your TCO points are excellent. Thanks.
