Chris, Have you tried a different keyboard? It sounds to me like this is not a Client Access problem per se, but rather something in the layers between the hardware and the emulator, like the keyboard is sending a scan code that Windows understands but CA does not, or Windows is not passing the keystroke through to the emulator properly.
