Mark,
You may not need to start ROUTED if your static routes are right - but you
will need to make sure that IP datagram forwarding is set to on - CHGTCPA
IPDTGFWD(*YES)

Your PCs on the 192.168.0.* network should specify the AS400 192.168.0.*
address as the default gateway

The PCs will forward any off subnet packets to the AS400 and the default
route on the AS400 will forward them to the internet router.
