Any given copy of the screen should display the message text as it existed when
the sign on screen was displayed.  This technique does *not* dynamically change
the message text on a device already waiting at the sign-on screen.

If you sign-on then back off, do you get the updated text?  It should not be
necessary to recompile or restart QINTER, but until a device redisplays the
signon screen, it is just in a DSPW condition.

If you need to dynamically change devices waiting at signon, you could write a
program which uses APIs to determine which devices were at a signon screen.  For
each one, vary it off then back on.  This should refresh the signon screen. 

Jobs already active would get the new message text after they signed off.
