The other responses I saw about the logical was what I was thinking also. If
the date is packed, some methods don't work to hot. As you said there are
many programs using this file, and I am thinking more than an "on the fly"
query is what your doing. You can do this in your DDS for a logical file:
---logical---
A          R YYMMDDR                   PFILE(MMDDYY)
A            MMDDYY         6S 0I
A            YY                 I      SST(MMDDYY 5 2)
A            MM                 I      SST(MMDDYY 3 2)
A            DD                 I      SST(MMDDYY 1 2)

The query/400 could be like this:

(Define Result Fields)

MM          substr(digits(mmddyy),1,2)
DD          substr(digits(mmddyy),3,2)
YY          substr(digits(mmddyy),5,2)
YYMMDD      yy ||  mm || dd
