If the MQOPEN on Windows is to read the message that has arrived from
the AS/400, then you need to do it to the local queue, not the remote
one.  From Windows, "Remote" means the AS/400, so when you try to open
the remote queue you are trying to open the queue that is used to send
data _TO_ the AS/400.
