It rotates...1-4, then 5-8, then 9-12.  Every 3 or 4 seconds it switches.

It has been my experience that when a CPU fails (and there's more than
one!) the box complains a lot but keeps on a-goin.

So my vote is that you now have an 11 way.  I believe that on systems
with more than 4 CPUs the display on the panel can indicate activity on
diferent sets of processors. Is it possible you are 'seeing' activity on
CPUS 5-8 or 9-12?
