You did Neil, and I found it. When I run the trace on an inside ping, it
works great, I see a single record for the ping:

When I do the exact same trace for pinging an address outside the subnet, I
get no packets whatsoever - I get a CPF39B9, no trace records found.
This machine just doesn't want to talk outside its net for any reason. I
looked at system values, and nothing looks bad. To add insult to injury,
all of IBM's AS/400 service sites are down, so I can't even access the
forums.
