Each device defines TERMINATION a different way.  
There have been a number of standards over the years.
On some PCs it is some sliding switch on the 5250 emulation board.
On older IBM stations it was an actual plastic switch that we had to use the 
end of a paper clip or pen to adjust & over time that got wore off.
On many non-IBM stations it was whether or not the outbound twinax portal was 
in usage, so that if you used a pigtail you got a false signal on TERMINATION.
With pigtail there was some kind of dummy device you could put on the 
outbound portal to fake out a device into thinking it was not terminated & of 
course people doing the hookups need to be able to tell the difference 
between what is part of the device & what is there just to fake out 
termination because you were using a pigtail.

Getting TERMINATION right on all of the devices is essential to having each & 
every one communicating right with the 400 & also avoiding the antenna 
problem I mentioned in my other post.

You have to figure out how TERMINATION is defined for each of the devices & 
make sure that ONLY the end of the line is actually TERMINATED.

Actually, from your symptoms, it seems unlikely to me that TERMINATION is the 
main problem.
