Can we further define your problem? For example when you say 'I need to be able to utilmately run STRPCCMD' you are possibly limiting yourself. For example if what you really need to do is to start a program on the PC, then say so. STRPCCMD is a Client Access function. And, it only works from a 5250 interactive program initiated from that same PC. There are other alternatives, such as RUNRMTCMD, another Client Access solution. However it may be ran from any program on the 400 and communicate to any other PC, among other hardware. Another alternative might include loading FTP server on the PC and initiating a program from your script on the 400. There are other alternatives which may involve a bit more coding: data queues and whatnot. But in certain cases, STRPCCMD may be the easiest solution.
