Wrap CHGLIBL and the required library list into a single command string and
call it using QCMDEXC.

I am trying to call the CHGLIBL from my CLP (testdta) in this manner:

and it is failing with this error:

Value 'TLTLIB    ' for parameter LIBL not a valid name.
Error found on CHGLIBL command.
