Andre,
HTTP server is multithreaded app, and thus it needs a lot higher Max Act
value for memory pool it runs in.
If this is default config, it runs in *BASE pool (see DSPSYSSTS).
In most cases *BASE is configured too low. Use WRKSYSSTS and set
the Max Act value to 100. Note, that if automatic performance adjustment
is turned on (QPFRADJ syst. val.), number entered will probably change.
You can find out actual number of threads in every job in WRKACTJOB +
twice F11.
