I came in at the tail end of this and may not have read the initial email
yet, but, there is a free utility in the July 2000 News/400 magazine that we
downloaded and use that will convert spool files to PDF format as well as
HTML and ASCII.  It may be worth a look.  Hope that helps.

I would like to add my own recommendation of PdfLib http://www.pdflib.com.
to Patrick's (see below). It is also worth pointing out that the
documentation is excellent and that you get the source-code in "C", this is
well worth inspecting as an example of how to write readable cross-platform
code.

Although my product PDFingMailer http://www.pdfing.com uses the Windows
version of PdfLib to create PDF documents from *SCS spooled-files,  I also
helped Thomas Merz, the author of PdfLib, to port his library to the AS400
and I can vouch for its functionality.
