I believe that it is possible but if course it depends on what the mainframe administrators have decided to implement. It also depends how you are going to use your RJE site. If you are just sending jobs to the mainframe to print on their printers and don't need any output send back to your 400 then you can use ftp to submit your jobs, at least we can on our mainframe. The ftp subcommand that makes it possible is:
quote site lrecl=80 blksize=23440 recfm=fb file=jes
Then you do use the put command to submit your file which contains your mainframe job. To check to see if your mainframe supports this option, start a mainframe ftp session and enter
quote help site
and see what the help text says. It might be possible to receive output back from RJE by ftp but I've never done it.
