Which is of course one of the reasons why they shouldn't be used in new
designs.  However, they do provide a functional way to externally define
files while continuing to use Dark Age programs with them.  Heck,
program-described files and relative record number access perform better
than externally-defined files and keyed access, but that doesn't stop most
people from using them.
