Due to lots and lots of potential problems that could occur, a connection may not be established to the target mailserver for a particular message. When this occurs that particular message gets re-queueud to allow other messages to be sent. The problem may be fixed by the time the 'reply' message is sent so the 'original' message shows up later when it's time comes up again.
