Some years ago I've had a similar problem.
I can't remember the exact msgid but is was something alike.

Try the WRKSYSSTS-cmd and take a look at :
- % system ASP used 
- % perm addresses
- % temp addresses

No comment if your % ASP is reaching 100. ;-(
Check the help-text for guidelines about %perm/temp addresses.
If the % temp addresses is over the guideline then a simple IPL will solve this.

I could be way out of it, it's worth a try.
