If all looks right, ie controllers active on the 400 but the devices are
vary on pending.  I would suspect a twinax problem.

Do the terminals have a cursor in the upper right hand corner??(asssuming
no PC emulation)

If it is there I would look into a twinax problem.
A cursor in the upper left corner (talking to the controller) and vary on
pending on the 400 would indicate some kind of comm problem.

If the controller is a 5394 you could bring it up in test mode.  From there
ALT-PLAY will bring up the controller config screen,  It will also show you
any/all devices that the controller "sees".  (This does not work on the
5494)
