I don't know why your program isn't being updated, but per the CL Programming manual the Counter of number of days used is increased when the date of last use is updated, and from the same manual the *PGM date of last use is updated when either the Retrieve CL Source (RTVCLSRC) command is used or when run and not a system program. I would assume the "not a system program" is exempting QWSGET and QDMCOPEN.
