Paul, Telnet is not involved in setting your profile access authorities, meaning once you get a display session, you can run any command your profile is allowed to run. If you already have have authority to start/end print writers, that's not something Telnet will block. On the other hand, Telnet does give you the capability to block Telnet printer sessions (via exit pgms), although this does not sound like what you are asking for.
