Here are some approximate price comparisons (US$, NEW SYSTEM, base system - didn't add extra disk/memory/comm/LAN/tape etc. - just minimum the base machine comes with, or requires).  (Of course, you can get 170's and 720's used from brokers or IBM Leasing for a lot less).
The 170 is a good deal, and more flexible in the choice of interactive CPW features than the 270 or 820 are.
A used 170-2386 looks like the best bet.

Hi Chris,
assuming that you really need this machine "only for backup", I would go
for a 170 with FC 2385 (CPW 460 / int. CPW 50) or FC 2386 (460 CPW
/ int. CPW 70), this should give you enough horsepower to run your
main apps. The FC 2385 is still in P10-group, the 2386 is already a P20.
I've got a customer using a 2385 processor / 1280 MB Memory  with about
170 Telnet devices, they reach an average usage of 30%, the machine is a blitz.
The only thing you have to consider about using a 170 as a failover machine
is disk size: the 170 box is limited to 10 disk drives, this makes a maximum
of 175 GB when using 17,5GB drives minus ca. 10% when on RAID-5.
