Because RCMD is not an FTP client command.  It is an FTP server command.  
QUOTE is a client command whose purpose is to send whatever follows it to 
the remote server.

The basic flow is:

User issues QUOTE RCMD DSPLIBL

FTP client sees QUOTE and sends RCMD DSPLIBL to the FTP server.

FTP server sees RCMD and sends DSPLIBL to the command processor which runs 
as a batch command in the FTP job -- in this case generating a spooled file 
containing the library list of the FTP server job. 

The AS/400 FTP server also supports some server command extensions which is 
why you can omit the RCMD on commands such as QUOTE DLTF FILE(JUNK)
