> Why would this be different from telecommuting versus office space?

This is also relevant to the question on defining abuse.

As I understand the recent Microsoft hacker incident, the hacker got into the
system by accessing a Microsoft employee on the home PC, which did not have
the latest anti-virus anti-hacker protection, which presumably the corporate
office had. This is a very normal circumstance of folks dialing into the
office from home computers that lack the security that the office computer
has.

Our home computers are not used exclusively for dialing into the office &
funding for security typically comes out of our personal budgets, and many
home computer users lack the same awareness of security topics that the
central MIS is supposed to have, and everyone is an expert until they get
burned, so they are not going to pay attention to any advice from MIS anyway.

Perhaps the original question had nothing to do with trying to figure out
some way to figure out who is working & who is occupying office space playing
Solitaire or reading publications other than AS/400 trade press.
Telecommuting is a greater security exposure than in-house employees.
