I don't think it is the lack of DST but more so the lack of being consistent
with the rest of the country.
There are call centers in all time zones.  When we were starting ours, we
looked at the Mountain Time zone but ended up staying in the Central.
Mountain zone would have the day shift operators in at 8:00 Eastern and out
at 3:00pm Mountain.  I think American Airlines and others have their CS's in
Mountain time.
