If you use the LMSG option of SNDDST you can enter any valid email
address and SNDDST will use the AS/400 SMTP mail server to send the
message. No need to enter the recipient in the System Directory.

We're doing exactly as you suggest, and afaik, you need to have each
sender 
in the system directory.
