Hi Everyone,

When using the IFS open() API to open a QSYS.LIB file, if the calling
program fails before close()ing the file, the file remains open until the
job ends. RCLRSC doesn't do it.  Looking at the display job option 14, the
file is open with scope *JOB.  I see nothing in the documentation for open()
that lets me change the openscope when doing an open(). Using OVRDBF seems
problematic since the names are specified differently.

When using it to open a file in the /home directory, the same problem
arises, the main difference being that you cannot see the open file in the
display job option 14 screen.
