I have worked with this, and what I think you are referring to an Oracle product, called Oracle Transparent Gateway, which allows via an IP connection, the ability to read AS/400 DB files from a real Oracle DB located on another box.   You can think of this like DDM.

Buck,

We have part of ORACLE on our AS/400  it is no longer used, but it is called "Listener"; This product when we were using it, got data from DB2 massaged it to suit it's own dumb self and sent it out to other sites. To my understanding it has a db engine in it.

Subject: Oracle on AS/400?

With the advent of PASE and AIX binary support, can we now run Oracle on
AS/400?
I know that it's a ridiculous question, but the Powers That Be want to know.
I checked the Midrange archives, the news group archives and the Oracle and
IBM web sites without much success.

We have some Oracle stuff running on Sun that we want to move over with the
minimum of fuss.  Hopefully, we'll then bundle the Oracle stuff with our DB2
stuff and offer a bigger and better whole...
