Thanks Paul - I had just solved the problem a different way.

Since I was pretty sure the 400 was causing the problem I ended up using
*WSCSTLETTER for the workstation customization object.  This is a
minimal conversion which basically converts the data stream to straight
text.  This fixed the problem.  I'll try the perforation skip but the
printer was placing all of the spool file lines on the paper correctly. 
I know this because there was only one output spec and I placed an '*'
at the start of each line.
