I can think of another reason. Was once in a shop that had legacy S/34(?) COBOL code still running a major piece of their system. By the time I got there, they hadn't seen a COBOL programmer in about 7 years. Some of their apps would abend (jeez, remember that word?) and we'd have to go in and figger what happened. Plus, when they upgraded to V3R1, they didn't want to spend the $ for the COBOL compiler (and they didn't).
