Brad,

It depends on who is accessing and from where.   Generally, the U.S. goverment
allows you export 56 bit encryption.  Some countries (France for one) will only
allow their citizens to use 40 bit encryption.

The best bet is to find the local rules for all of the countries you expect to
deal with, and then use the least common denominator.
