Brad, The real answer is..it depends. Our benevolent government has loosened the export restrictions on encryption to allow the generally free export of up to 56 bit. If the entities getting or accessing the encryption are US subsidiaries, they can use strong encryption. If you know who is to use it, you can get permission on a company by company basis by submitting and application for review and approval.
