If you are not up to V4R4 of OS/400, you can use an outboard SSL proxy
server like the Renex Security Server.  It provides SSL services for Telnet,
FTP, HTTP, and any other persistent single socket SSL client.  After the SSL
session is established between the client and the Security Server, the
Security Server opens a clear text connection to the AS/400 on the the
standard port 23.  The same process works for FTP using an SSL enabled FTP
client like BlueZone Secure FTP.
