Help with system which won't IPL normally

I have a test system which I will not IPL normally. It always IPLs in manual
mode. After the IPL the console device is named QCONSOLE, which is attached
to the QCTL controller. Controller CTL01 is there with DSP01 attached to it
but they will not vary on. I can sign on remotely and vary QCTL off and vary
CTL01 on but when I IPL it does the same thing.

It started happening after I upgraded from V4R2 to V4R4. Does anybody know
what is causing this?
