For years I asked the owner (consulting co) for a training budget.
Apprx $7,500 per tech/year. Never happened-thought I was crazy. 
A few of us got training, Common every 2-3 years, and some special classes.
Those with training were the only ones working after Y2K. The company    
is now gone. Training is not the only reason, but it's a major one. Whether
in house or consultant, there should be no one with  weak skills. This
is a cost of doing business.  jim
