Relax, you can certainly restore any library saved on any earlier version of OS/400 (well, there are some exceptions, related to observability, for example, when moving programs from CISC releases, but this probably not your case). Upgrade roadmap is designed to help you migrate your entire environment to a new system - not only data and program libraries, but also security settings, user profiles, communication configuration etc. If you only need to move data, then go ahead - create necessary user profiles and do your restores...
