When you submit a job the first program in the new job stack is defined by
the routing entry used. This program usually extracts parameter values from
the request data. If the program is a command processor, you are supposed to
pass it a valid command for execution. Request data is passed to the first
program in the stack via the RQSDTA parameter. However, RQSDATA can contain
any character sequence and is never syntax-checked. In a situation when the
first program in the stack is a command processor (as  almost always is the
case) you're given a special CMD parameter for entering the command to be
executed. CMD value is syntax-checked. If you specify a non-null CMD value,
the value of RQSDTA must be *CMD, i.e. in any case, by value or by
reference, the request data is passed to the submitted job in the RQSDTA
field.
