You may want to check the NetServer properties by using Ops navigator, 
specifically the Domain name that is entered for the NetServer.  We were not 
able to see the AS400s in Network Neighborhood until we changed the Domain to 
the correct name (the default Domain name and then stopped and restarted 
NetServer on the AS400.  Once NetServer has been started, it takes a few 
minutes before the AS400s will show up in Network Neighborhood.  You do not 
need Ops Navigator or CA on the PC that is trying to access the AS400 via 
Network Neighborhood, but you do need them on some PC to manage the NetServer.
