Multi-format files

We were given a directive to create a multiple-format physical file from a
third-party vendor, but when attempted - it fails.

The message on the failed DDS is:
 CPD7914 "File contains more than one record"

We have two record formats, each looking like:
R RHDRTPR   (for a header record)
...followed by the header fields
R RDTLTPR   (for a detail record)
...followed by the detail fields

What am I missing?  "File contains more than one record" is not an error,
it is the intent.  Could this really mean the two record formats have
different lengths?
