chgjob/chgusrprf

I have a corporate menu that depending on which company the user selects their libraries, and jobd are set.   The library part works great.  However on the jobd - which I do both chgjobd jobd(locationa)  and  chgusrprf  usrprf(&user) jobd(locationa).  If I look at the usrprf after they select which location they want to enter it looks fine, but within the CL  I do a rtvusrprf and I get the original jobd not the one I changed it to.  
 
Any suggestions on how to change the jobd/usrprf on the fly?
