We had NetServer Running on v4r3 prior to our v4r4 upgrade and everything works fine. You DO NOT need Client Access in order for this to work, however, please refer to the following manual: http://publib.boulder.ibm.com/pubs/html/as400/online/v4r4eng.htm <http://publib.boulder.ibm.com/pubs/html/as400/online/v4r4eng.htm> Chapter 7 - this explains all the steps needed to get it up and running on both OS Versions. It also explains that a NEW DNS Entry is needed once this is configured. This will enable you to see the AS/400 (NetServer) via Network Neighborhood.
