Under 4.3 you must start Netserver using the api that has been passed
around.  Under 4.4 it can be configured to start automatically.  You must
make sure you start both qserver and qusrwrk subsystems in your startup
program.

The URL would seem to indicate that it is a V4R4 tip, and you said you were
on V4R3.  I know the footnote says it will start automatically when QSERVER
is started, but my experience has been that it does not.
