a lot of what happened to the 36 users was IBM ran them off.  they
thought they had a captive audience and they lost the opportunity.  and
the audience was captive, to a point.  

i remember when the as/400 was announced, went to the announcement, and
there were tables set up for the participants to place orders.  but many
larger 36 users, most in fact, were agast at the price.  $100,000 to
replace a $40,000 system 36.  and that was only the beginning. 
maintenance would triple.  so these users waited, and others rushed in
to fill the gap.

as the models got faster, i remember one of ibm's videos several years
later, when the subject of 9404 vs 9406 for 36 users was discussed.  and
the theme was 'get them into the rack'.  there was a large bonus in
store if you could pull it off.
