The API's that you're looking for are documented in the "OS/400 Office APIs"
manual - SC41-5866-03. In particular, there is the "QOKSCHD" API that will
allow you to search the system directory. However, it's a real pain to work
with. You may be able to do what you need simply by using the DSPDIRE
command and sending it's output to *OUTFILE.
