Although I did go to the training class when my current employer purchased
Hawkeye, my first experience was at a job that already had it.  I received
no training then and it was relatively easy to set up and use.  Not to
mention the excellent help that they have on screen.  One of the better
tools out there.  

I do see your point about being hard to get the tools (company approval and
all).  It took years to convince my boss/company that it would be a
beneficial tool.  I actually created a crude program cross-reference tool on
my own that we used for  years.  Only when there was a company directive to
document all processes (Y2K and disaster/contingency planning helped here)
were we given the O.K. to get it.  Fortunately, they decided to spend the
little more money to get the better product.

I am thankful of the internet which has made it easier to share with each
other.  We have been seeing some nice shareware/freeware tools being created
for the 400.

Hawkeye (a great tool imho) is 
$2500 and requires the company to send a high-skill employee to school for 
a week.
