Without having the actual files to try it out, I'm not sure, but how about
something like:

OPNQRYF    FILE((COURSES) (TBLLOOKUP)) FORMAT(COURSES) +

             AND (TABLEID =' *BCAT &TNAME1 *BCAT '*OR +
