As a programmer who reads News/400 & other trade press, and been to some 
midrange conferences & other IBM education, I see some tools out there that I 
think would help my productivity, but persuading management that it is in the 
best interests of the company to aquire them is another animal.  This is the 
explanation in my mind as to why POP/36 was so widespread pirated.  
Programmers could see how wonderful the tool was.  Managers could not be 
persuaded to pay the small fee for a legal copy.

What the tool 400 making establishment needs in my opinion is some white 
papers about the increase in programmer productivity that is gained by using 
particular tools & get those reports into the eyes of the folks who own & 
manage the companies that have AS/400s.
