EBS in *ERROR

Hi!

I found that the library QSYSINC was missing. Run CHKPRDOPT PRDID(*OPSYS) and
 option 1 (Extended Base Support) turned out to be in *ERROR. Can I reinstall
 option 1 without a full OS/400 reload? The system just works fine,
but I'm going for V4R5 in august, and I need to know how this error will 
effect my upgrade.
