I've never had to do this, though I've used MQSeries quite a bit, and
when I had a look at it I began to fear that there was no way to do it.
But I now find that channel events are generated on the 'MQSeries
Channel Related Event Queue', SYSTEM.ADMIN.CHANNEL.EVENT.  This looks
like it would have the information you're after.  I refer you to
'MQSeries Programmable System Management', which is Document Number
SC33-1482-06 for V4R2 of MQSeries.

In any case, it wouldn't hurt to do the delay and retry the start
anyway; if the channel successfully started the first time, the second
start will fail, but that can be monitored for.
