It is not possible to "convert" the documents from *AFPDS to *SCS because, if you did, you would lose the information you're trying to save (all the fonts, overlays, rotations, etc.) since *SCS does not support any of that.  That's why *SCS print files CAN be copied to a *PF, viewed or sent.

Consider the use of one or another of the TAATOOL tools to archive the spooled data (they do not use CPYSPLF, but instead use an API that will copy any kind of spooled file).  You would then save the spool archive (or, soon-to-come "spool store") to CD rather than using COLD.  You would need to change your retrieval technique, but at least it would be possible.
